Disaster Handbook for the Agricultural Community

Funded by a 2006 US Department of Homeland Security Memphis Urban Area Security Initiative Grant (Memphis UASI), the Disaster Handbook for the Agricultural Community is the culmination of a project that actually began before the tragic events of 9-11. It began as a project of a small group of individuals who are members of the Memphis Agribusiness Council.

After 9-11, David Newbill, with the TN Dept. of Ag, and Mike Dennision, County Director, UT Extension - Shelby County, were tapped to serve as agricultural representatives on the US Dept. of Homeland Security's Memphis Urban Area Security Initiative Working Group.

Working with that group and multi-agency groups from the Memphis urban area (which also includes Desota Co. MS, and Crittendon Co. AR), Mike and David developed budget requests in 2004, 2005 and 2006 that provided equipment for Disaster Animal Response Teams in Shelby, Fayette, Tipton and Lauderdale counties in TN, (2004 UASI funds) and laptops and digital projectors (2005 UASI funds) for each of those counties.

The 2006 Disaster Handbook project cost $25,000, and will be followed by a disaster preparedness for pets and companion animals media campaign (a $65,000 project) from 2006 UASI funds. The Pet and Companion Animal project is an effort to comply with elements of the Stafford Act which requires states AND counties to include pets and companion animals in their disaster plans before they can receive federal disaster assistance dollars.
